Waste Management of Southern California welcomes Elmer Heap Jr. to public sector services team

Waste Management of Southern California announced today the addition of Elmer L. Heap Jr. to the public sector services team as its manager overseeing municipal contracts and community affairs in the areas of Orange County as well as parts of San Diego County.

 

“We are pleased to have Elmer Heap officially join our team,” said Doug Corcoran, area director of Public Sector Solutions for Waste Management of Southern California. “He has proven to be an invaluable asset to the company as a consultant and his experience and legal prowess make him an ideal fit for this position.”

Heap originally joined Waste Management as a consultant in 2010 after practicing real estate law for more than a year. Prior to consulting, he served as the director of the City of San Diego’s Environmental Services Department as well as deputy chief operating officer for community services where he was responsible for oversight of the city’s customer services, environmental services, park and recreation and library Departments.

Previously, he worked as a prosecutor and as a legal advisor to multiple departments in the City of San Diego including environmental services, fire, transportation, and general services Departments.  He also served as a chief deputy city attorney of the Employment Services and Safety Unit, which specialized in labor relations, personnel, workers’ compensation, environmental, and technology issues.

 

He currently serves on the boards of directors of Keep California Beautiful, the Boy Scouts of America and Friends of the La Jolla Library. Heap earned a bachelor’s degree in Business Finance from Brigham Young University and a Juris Doctorate from California Western School of Law.
