At Tuesday's meeting, the Laguna Beach City Council is expected to officially introduce the controversial social-host ordinance, which would fault parents for underage drinking that goes on in parents' homes. Fines ranging from $500 for a first offense to $1,000 for a third offense will be proposed. This will be the ordinance's first reading, and a second reading will be required before a date is set for the law would go into effect, pending passage.

In other business, the council is also expected to:
- Appoint four residents to the Emergency/Disaster Preparedness Committee, and three South Laguna residents to the South Laguna Sewer and Water Committee.
- Award a $33,000 contract to KDM Meridian for survey and boundary documentation between the ACT V parking lot and the Laguna College of Art and Design.
- Adopt the 2012-2013 budget, with several proposed modifications.
