Top of the World Power Outage Scheduled for Monday

City Manager John Pietig's weekly update:

TOW Power Outage Rescheduled – Last week staff became aware that Southern California Edison had scheduled a power outage the day before Thanksgiving (11/23/11) along portions of Alta Laguna Boulevard. City staff has worked with Steve Nelson at Edison and the outage has been rescheduled to 11/28/11. SCE will send notices to all affected parties.

Land Use Element Update – City staff and staff for the Coastal Commission have continued to negotiate suggested modifications to the City Land Use Element. Some progress has been made and the item will be placed on the Coastal Commission’s December 7 agenda for the meeting in San Francisco. The item has to be placed on this agenda due to statutory deadlines requiring the Coastal Commission to act or the City would have to voluntarily agree to withdraw the item which could delay it by several months. Any changes approved by the Coastal Commission have to be ratified by the City Council in order to become effective.

Spark of Love – November 7 marked the beginning of this year’s Spark of Love toy drive. Each Laguna Beach fire station will be collecting unwrapped toys and sporting goods through December 24.

Artist Open Studios – On Saturday, December 3, 2011 enjoy the opportunity to visit the art studios of 25 of Laguna’s talented artists. The event will be held from 11 a.m. to 4 p.m. and includes free parking and trolley service from the ACT V parking lot, located at 1900 Laguna Canyon Road. Artist Open Studios is not only a fantastic opportunity to see, buy or commission beautiful art, it is also an adventure to artists’ studios to uncover new talent and rediscover established artists. This is a program of the Arts Commission and has been funded by the lodging establishments and City of Laguna Beach.

City Hall Exhibition – On Monday, November 28, 2011 the Arts Commission will install a month long exhibit at City Hall. The exhibition will feature the work of Laguna’s younger artists and is titled “Children’s Holiday Palettes.” Based on the adult public art program, these designs by Laguna Beach students are installed on smaller wooden palettes. The exhibition will feature all the palette designs created since the initiation of the program in 2004. This program is funded by the lodging establishments and City of Laguna Beach.

Mini Park at 1130 Laguna Canyon Road – At its meeting on Monday, November 28, 2011 the Arts Commission will be discussing concepts for public art at the park to be created at 1130 Laguna Canyon Road. The meeting will be held at 5:30 p.m. in the Council Chambers. Comments can be e-mailed to spoeschl@lagunabeachcity.net .

Hospitality Night - Preparations are underway for Hospitality Night, the annual kick off of the holiday season. Hospitality Night is Friday, December 2 and festivities and entertainment will begin at 5:00 p.m., at 6:00 p.m. Santa arrives at City Hall to light the pepper tree and the remainder of the evening’s activities will take place on Forest Avenue. Street closures and parking restrictions will be in effect as follows:

Street closures and parking restrictions will be in effect on Friday, December 2 as follows:
• No parking on Forest Avenue in front of City Hall from 3:00 PM to 9:00 PM
• No parking on both sides of Forest Avenue between Coast Highway and Third Street, including the 100, 200, 300 and 400 blocks.
• Forest Avenue will be closed to vehicle traffic between Coast Highway and Glenneyre from approximately 3:30 PM to 9:00 PM.
• Forest Avenue will be closed to vehicle traffic between Glenneyre and Third Street from approximately 5:45 to 9:00 PM.
• Forest Avenue will be closed to vehicle traffic between Third Street and Laguna Canyon Road from approximately 5:45 to 6:15 PM.
The public should expect heavy traffic on Laguna Canyon Road.
